Ectropy Solutions, LLC operates this website and the services described on it. We collect personal information when you submit a form, join a waitlist, or contact us. We use that information to respond to you and to operate the services you're requesting. We do not sell your personal information. We share it only with vendors who help us operate the services (hosting, email delivery, payment processing where applicable) and only as needed to do so. If you want to know what we have, change it, or have it deleted, contact us at privacy@ectropysolutions.com and we will respond within 30 days.

Who we are

Ectropy Solutions, LLC is a veteran-owned management consulting firm based in San Antonio, Texas, operating three practice areas: Ectropy Infrastructure (forensic consulting for utilities and government), Ectropy Residences (community housing services for veterans and seniors), and Ectropy Health (healthcare administration consulting for Texas health entities). This privacy notice applies to all of the company's online activities and to in-person interactions where we collect personal information.

What we collect

We only collect information you provide to us and basic information your browser shares when you visit the site.

Information you provide:

When you submit one of our forms (briefing request, housing waitlist application, government contracting intake, housing programs intake, capital/press/general inquiries, or any future form), we collect what you put in those forms. Depending on the form, that may include:

  • Name (full name and preferred name)
  • Contact information (email address, phone number, physical address)
  • Organizational affiliation (employer or organization, role or title)
  • Information about why you're contacting us (the nature of your inquiry, your housing situation if you're applying for housing, your procurement context if you're a contracting officer, the partnership or referral you're describing)
  • Communication preferences (when to contact you, by what method, in what language)
  • Optional additional context you choose to share (notes, accessibility needs, household size for housing applications, and similar)

Information collected automatically:

When you visit any page on the site, your browser shares basic technical information with our servers. This includes:

  • Internet protocol (IP) address
  • Browser type and version
  • Operating system
  • Pages you visit and time spent on each
  • Referring URL (the page you came from, if any)

We use this information to operate the site, protect it from abuse, and understand how visitors find and use it. We do not link this information to your form submissions unless we need to investigate a security incident.

Cookies and similar technologies:

We use a small number of cookies necessary for the site to function. We do not use advertising cookies, marketing trackers, or third-party analytics that profile users. If you have JavaScript disabled or block cookies, most of the site will still work; form submissions require JavaScript and standard browser cookies for security and abuse prevention.

Why we collect it and how we use it

We use the information you provide for these purposes:

To respond to you. When you submit a form, we use your contact information to follow up about your inquiry, application, or request. This is the primary purpose for which we collect almost all the information described above.

To operate the services you're requesting. For housing waitlist applicants, we use the information to maintain your place on the waitlist and to communicate with you about housing availability. For consulting engagement inquiries, we use the information to scope and conduct the engagement. For partnership and referral inquiries, we use the information to evaluate and pursue the partnership.

To maintain records. We keep records of inquiries, applications, and engagements for business operations, financial accounting, and applicable legal or regulatory requirements (including federal contracting record retention requirements and applicable program record retention rules for housing programs).

To protect the site and our operations. We use technical information (IP addresses, request patterns) to detect abuse, prevent spam, enforce rate limits, and investigate security incidents.

To improve the site. We may use aggregated, non-identifying information about how the site is used to make improvements.

We do not use your personal information for marketing or advertising. We do not profile you for behavioral targeting. We do not sell your information.

When we share information

We do not sell your personal information. We do not share it for marketing purposes. We share information only in these circumstances:

Service providers. We use vendors who help us operate the site and the services. These include the hosting platform that runs the website, the email service that delivers our communications, the database service that stores form submissions, and similar operational infrastructure. We choose vendors that meet appropriate security and data-handling standards, and we only share with them what they need to provide their service.

Required disclosures. We disclose information when we are required to by law, including in response to valid legal process (subpoena, court order, or similar) or when necessary to protect the safety of any person.

Business transfers. If Ectropy Solutions is involved in a merger, acquisition, financing, or sale of assets, your information may be transferred as part of that transaction. If this happens, the receiving party will be bound by this notice or one materially similar to it, or we will give you notice and an opportunity to opt out before the transfer.

Housing program coordination. If you are a housing applicant and have consented to coordination with specific housing programs (SSVF, HUD-VASH, LIHTC, TDHCA, or others), we will share the minimum information necessary with the relevant program. We will not share housing application information with anyone outside the named program partners without your specific consent.

With your direction. If you ask us to share your information with a specific party (for example, a case manager you've named, a referral partner you've identified, or a procurement teammate you want included on a contracting conversation), we will do so as you direct.

How long we keep it

We keep personal information for as long as we need it for the purposes described in this notice, and then we delete it. Specifically:

  • Inquiry and contact form submissions are kept for up to three years from the date of submission, then deleted unless the inquiry resulted in an active engagement or partnership.
  • Housing waitlist applications are kept for as long as the applicant is on the waitlist plus two years after, to support audit and compliance with housing program record-retention rules. Applicants can request earlier deletion at any time, subject to applicable program retention requirements.
  • Records of engagements, contracts, and partnerships are kept for the period required by applicable federal contracting, accounting, and tax record-retention rules (generally six to seven years after the engagement ends), then deleted or anonymized.
  • Technical and server log information is kept for up to 90 days for security and operational purposes, then deleted unless an incident investigation is in progress.

These retention periods are defaults. Specific legal or regulatory requirements may require us to keep certain information longer or to delete it sooner.

How we protect it

We use reasonable administrative, technical, and physical safeguards to protect personal information from unauthorized access, alteration, disclosure, or destruction. These include encrypted transmission (HTTPS), encrypted storage of sensitive data fields where applicable, access controls limiting who can view personal information, rate limiting and anti-abuse protections on our forms, and regular security review of our systems.

No system is perfectly secure. If we become aware of a security breach that affects your personal information, we will notify you and applicable regulators as required by law.

Your rights

You have the following rights with respect to personal information we hold about you. These rights apply to all our users regardless of where you live; some users may have additional rights under their state or country's privacy law.

Right to know what we have. You can ask us to tell you what personal information we have about you and how we've used it.

Right to correct. You can ask us to correct personal information we have about you that is inaccurate.

Right to delete. You can ask us to delete personal information we have about you, subject to exceptions for information we are required to keep by law or that we need to complete a transaction you've initiated.

Right to a copy (data portability). You can ask us for a copy of personal information you've provided to us, in a portable format.

Right to opt out of certain uses. You can opt out of any future communications from us (other than communications necessary to operate a service you're using, like waitlist status updates).

Right to non-discrimination. We will not discriminate against you for exercising any of these rights.

To exercise any of these rights, email us at privacy@ectropysolutions.com with your name and what you're requesting. We will respond within 30 days. We may need to verify your identity before fulfilling certain requests, particularly for information about housing applications or confidential engagements.

If you live in a state or country with specific privacy laws (California, Texas, Virginia, Colorado, the European Union, the United Kingdom, or others), you may have additional rights. Contact us and we will help you exercise them.

Children's privacy

We do not knowingly collect personal information from children under 13. If you believe we have collected information from a child under 13, please contact us at privacy@ectropysolutions.com and we will delete it.

Housing waitlist applications submitted by adults on behalf of households that include children include only the information the adult applicant provides about household composition. We do not collect information directly from children.

California, Texas, and other state-specific rights

For California residents. If you are a California resident, you have rights under the California Consumer Privacy Act (CCPA) as amended by the California Privacy Rights Act (CPRA). These include the rights described above and additional rights to know the categories of personal information we collect and disclose, to limit our use of sensitive personal information (we do not use sensitive personal information for any purpose other than providing requested services), and to designate an authorized agent to make requests on your behalf. To exercise these rights, contact us at privacy@ectropysolutions.com. We do not sell or share personal information as those terms are defined in the CCPA.

For Texas residents. Under the Texas Data Privacy and Security Act, you have rights to access, correct, delete, and obtain a portable copy of your personal information, and to opt out of certain processing. To exercise these rights, contact us at privacy@ectropysolutions.com. We respond to verified consumer requests within 45 days.

For residents of other states with privacy laws (Virginia, Colorado, Connecticut, Utah, and others), you have similar rights. Contact us and we will help you exercise them.

International transfers

The site is operated from the United States. If you access it from outside the United States, the information you provide will be transferred to and processed in the United States. By using the site, you consent to this transfer.

For users in the European Union, the United Kingdom, or other jurisdictions with cross-border data transfer restrictions, please contact us before submitting a form so we can address any specific requirements that apply to your situation.

Changes to this notice

We may update this notice from time to time. When we do, we will update the "Last updated" date at the top and, for material changes, post a notice on the site explaining what changed. If we make changes that materially expand the categories of information we collect or the ways we use it, we will provide additional notice and, where required, ask for your consent.
